Can u delete a print spooler and redownload it?

You cannot uninstall the print spooler as it is a part of Windows. You are obviously using the wrong print driver. Go to the printer's website and download the correct driver for your version of Windows. When the print spooler refuses to run, that is always the cause, always. If that absolutely will not work then you need a new printer.
