Fax machine problems?

I have a fax machine at home that I needed to set up again after getting a new modem. I found that if I have the fax machine plugged in, my house gets a busy signal for incoming calls but you can call out. I tried plugging in the fax machine and running the fax setup thing again and it didn't stop the busy signal that the fax machine was outputting. Does anyone know what I can do to try to get my fax machine working again?
