UNSURE IF THERE ARE OPTIONS I NEED TO CHANGE IN ORDER TO GET AN IMAGE...PLEASE HELP

Answer:
Those VGA-to-Component adapters are intended for use with video cards that can output a component signal through its VGA port. It will NOT work with just any VGA video card. I doubt your ATI 9700 card has a VGA port like that, which is why you will never be able to get an image on your projector by using that adapter.
