How do I change my cursor on Windows 7?

I already change it into the cursor I downloaded but when I shut down my computer and turn it back on it's gone and back to the original. Why did that happen? How can I change it permanently?

Answer:
In the start menu search box, type mouse open mouse properties click on the pointers tab, select the cursor you want from the drop down list. click apply, ok. if you don't see your downloaded cursor in the list, click on "browse" and navigate to where it has been downloaded.
