Can a better graphics card increase your screen resolution?

No, the graphics card has nothing to do with your Screen Resolution. The graphics card only influences the QUALITY of the screen, not the QUANTITY. The only way to get a 1920x1200 would be to upgrade from your current monitor or screen (Note that this is impossible with laptops, and the only method would be to connect to an HDTV via HDMI cable). It sounds like you would like a 25 or 27 inch the most. These are the biggest monitors out there, with the ''27 giving you full 1080p Resolution. These can be fairly inexpensive, under $300. I recommend that you get your monitor from either Viewsonic, HP, or Samsung, seeing as how these are the most trusted monitor manufacturers out there.

You cannot increase it passed what the monitor supports. 1280x1024 is the highest res your monitor supports, period. A new card will NOT allow you to go any higher. Your limit is the monitor resolution. It doesn't matter what card you put in, you can't exceed that. To use the max resolution you need a card that supports it, otherwise you'll just get the max of the card. You can't damage your computer.

Sort of. Your video card does need to support the resolution for it to display, but nowadays the limiting factor is often your monitor. If your monitor doesn't support 1920x1200, no video card would give you 1920x1200 resolution.
