How to convert a vga output to a vga input?

i have a Vga - Rca output wire and i need to convert it to an input i have a lot of tools around the house if you can find me a site or tell me yourself (steps and needed tools please) i would be so grateful. just remember that it looks like http://img98.imageshack.us/i/rimg0068001dq7.jpg/ and i need it to convert to an input device thank you for your time and help in advance

A cable like the one you linked to is NEITHER an input device nor an output device. You use that cable to connect an output device to an input device. And no matter what you do to that cable, it will NOT magically turn an output device (such as a video card) into an input device (such as a tuner / capture card). Not in a million years.
