How do i connect my VGA cable to my monitor?

Can i connect my set top box to my lcd monitor with a rs-232 and a vga cable? (9 pin to 15)?

I have a set box lying around, is it possible to connect the 9 pin rs 232 cable from the set top box to my lcd monitor?. I doubt that will work. Old set-top boxes might have an RS232 port, which is for serial data transfer (for firmware updates and such), NOT for transmitting video. If you try to connect that RS232 port to a VGA monitor, you will get no image.
