P.S. the screen+video card view on my monitor w./his cpu keeps messing up and becomes all blurry like how you rewind a vhs tape! thats how it always look when i start my computer!

Answer:
Your computer and / or video card may not be able to handle the workload - try upgrading the driver for the card ( there may be newer better device driver programs for the video card since windows was installed or the card was set up). find the model of the card in the device manager or at the worst acutally on the card go the maker of the card or to the chipset manufacturer nvidia and ati are the most common or to a device driver library like www.driverguide.com you may have to try several also update your version of direct x You can get older versions of direct x at www.oldversion.com http://oldversion.com/program.php?n=directx some cards need at least direct x version 8.1 to work some cards will not work with the newest versions of the driver . Reboot the computer. On startup tap the keys f8 or f5 to go into "safe mode". remove the driver in the device manager ( uninstall) reboot and you will be back to where you were with the old one. Or use system restore in xp and me. You may be pushing your luck and need a new computer or if you have a computer with a built in ( integrated) video card add a video card ( if it is worth it) To help you diagnose and determine you video card http://www.belarc.com/free_download.html and older computers : http://www.vintagecomputermanuals.com/FTP/aida32pe_375.zip

Might have a bad video card and it needs to be replaced. Try reinstalling drivers after reseating the video card into it's slot. Video cards tend to go bad, especially low end cards or cards that are used in gaming or video.
