My screen resolution always blurry. Why?

Why can't my 23.56 inch monitor do full screen on 1920x1080 resolution?

Here is a link: http://www.ncix.com/products/index.php?sku=47673&vpn=AG4670%201GBK3-PV2&manufacture=PowerColor I have the two connected by a HDMI to DVI cable. The monitor says that its native resolution is 1920x1080 and I know my video card can support a resolution that high. However when I select that resolution my screen does not display across the whole monitor. There is about a 1/2 inch gap of black on all sides before the actual screen displays anything. The max resolution I can have it at when it will display at full screen is 1680x1050. If anyone can help I would appreciate it so much. Thank you in advance.

    1680*1050 is 16:10 aspect ratio 1920*1080 is 16:9 aspect ratio that's why there's black lines on top and bottom
