Why does my monitor not start when the PC does?

Well I had this older computer for awhile now and I only use it occasionally due to the fact that I see no need on switching the monitor frequently. So basically it's two computers sharing a monitor. I decided to use the older PC for certain work and thus want to establish a network connection. All of a sudden, I try to start up the PC (the old one) and it starts up yet the monitor does not react to it. I opened it, checked everything and personally inspected the video card and whatever I could pull from socket. Everything seems absolutely fine, and was as it had been a week ago when it all worked. The fan turns on and seems to be working in good order. Can't afford a new video card for the older PC so any possible suggestions? All I need is for the monitor to turn on so I can establish the network using the floppy I created. Note: Can't give out any specifications because... I can't see them :-)

This might seem obvious but check the obvious first. Is it on? Is the cable securely attached to the video card? If yes to both, try a different monitor to see if it is the monitor or the video card. either way its a good way to start to isolate the problem. I wouldnt go out and buy a new one and not know forsure if its the screen or not. Hope this gives you a good starting point.

The resolution settings or the frequency are not compatible with the monitor. Try to boot in safe mode and uninstall the video drivers. After reseting the operating system will install default video driver and you will be able to install again the apropriate driver and to set the resolution again.

I think the problem is with graphics card, or may be the VGA cable is not plugged properly.
