How do you move the taskbar from the side of the screen to the bottom?

My daughter did something and clicking and dragging isnt working and the taskbar is unlocked, it will only allow me to move it side to side not down or diagonal

Not really sure, but if nothing seems to work, you can do a system restore to the last point before the task bar was moved.

First, make sure it's movable. Rightclick an empty area and see if "Lock the taskbar" is unchecked. Uncheck if necessary. Then click and hold an empty area of the taskbar. Drag it to the bottom.
If it is unlocked and you can drag it from side to side there should be no reason you can't drag it to the bottom or top. Are you using the left button to do the drag? If it cannot be done, I would run a really good indepth virus scan.
