Can you program Graphics with Visual Basic?

Better graphics out of the Graphics card or program?

• I was wondering where i would get the nicer graphics / better performance would it be customizing my graphics card to put it at higher settings (like x16 anti-aliasing) or just generally give the program high graphics through the program. I have a nvidia 250 gts and athlon 64 3.0 mhz dual core processor and 3g of ram. thanks in advance. also if i ran the program on med settings and customized my vid card could that make it run nicer overall?
