It seems that your not the only person with this problem http://www.hardwareanalysis.com/content/topic/15875SXS.DLL:/ The solution seems to be to re-download the GDIPLUS.DLL file from here http://www.hardwareanalysis.com/action/r/http://dll-files.com/dllindex/dll-files.shtml?gdiplus and then replace that file with the one on the Windows CD, to do this you'll need to copy your windows CD to your PC (and rip the boot section of the CD with something like Barts Boot Image Extractor (BBIE) - http://www.nu2.nu/bbie/) Then when you have the boot file and the directory containing the windows installation files on your PC find gdiplus.dll and replace it with the one downloaded from above. Burn the files back onto a CD, and ensure you set up the boot options to use the boot file you ripped using BBIE to create a bootable CD. Then re-install Windows and you should be good. Other thing to check though before going through all that is to make sure that your CD is fully clean, i.e. no scratches, dirt, etc on it and also check that your CD drive is working fine and able to read the CD properly, if you can hear it keep spinning the disc up repeatedly then the drive is having problems (cheap brands of CD/DVD drives and laptop drives are prone to this), if you've got a different CD drive try in a different drive (if you have either a Plextor or Matsushita (Panasonic) one these two are about the best drives to use.) If this fails you could try using PE2USB http://www.softpedia.com/get/System/Boot-Manager-Disk/PeToUSB.shtml To create a USB stick with the windows installation on it and then install from USB if your PC will boot from USB (most will), that way you don't need to worry about dirty lasers, discs or anything.

I think there's a problem with your setup cd. try with another setup.

Here my guess, you have DVD & CD drive not jumper right, when you have two drives on IDE, the jumpers need to be master & slave - no Cable select. Unplug and pull both drivers reset the jumpers, place the master drive on top and slave below. On IDE cable top plug is master and lower plug is slave. Connect this way only or the computer will reboot with same drives each time and the cable select will not be the same as original boot. The Sata drive has no jumpers and they are single cable to motherboard.
