I tend to suspect that your PSU is true-rated at 250W and has a peak power rating of 400W. That means that it can handle 250W continuously but 400W briefly and on intermittent basis. I seriously doubt if the HD5750 can run stable on that power supply. You might be able to boot your PC but once you go into 3D mode in gaming, you might just get a black screen.
