Can I use lower specs for a pc game than what the minimum is required?

I'm primarily a console gamer and anything about PC seems alien to me. So I'm planning to get Team Fortress 2 for PC and I was checking the minimum specs and it said Processor Pentium 4: @ 1.7 GHz but when I checked my laptop's specs it has everything else required except my laptop has a Pentium 1.50GHz. Will TF2 play smoothly?

Even if you can run it, it will not be smoothly at all, I mean, just meeting the minimum requirements would still bring you quite a bit of lag, but if you don't meet it at all, I don't think it would be so enjoyable as it could of been.

Simple answer: No. It'll play, but not smoothly. To compensate, turn down the graphics details (and even the resolution if you need to) to reduce the stress on the CPU a bit, and it should play relatively smoothly. If the rest of the system is at a significantly higher level than the minimum specs, that would help.

You should be able to play they game although you would have to set all graphic options to low, so it may not look that good and even then the game may still be a bit jumpy.

Team Fortress 2 is a quick paced online multiplayer game, and your processor is basically the same as mine, so the short answer is yes you CAN, play it, but it won't be very much fun. I have TF2 and I can run it, with minimum processor, and half way decent video card, I would say stick with consoles, and get the Orange Box which has TF2 in it for XBOX 360, or PS3. TF2 alone on PC is 20 bucks, you can get that, plus 4 other games for $40.

Well it depends really what else you have in your pc, primarily system RAM and the video card/video RAM. Having said that, the minimum spec really is a "not gonna be that great and you'll have to play with some options off or on low" level.
