Im having all sorts of computer problems including cd tray not opening...?

I dont think the motor that opens & closes it is broken cuz it worked, then didnt, then did, & finally didnt again. My wife said the 1st time it happened she went into some option that had 2 do with a plug-in, possibly Nero, i dont know. This time though she said there was a message saying she shutdown Windows Media Player wrong & it was unplugging the cd drive...or something like that. An extra wrench to throw into this is that our 1st computer was on the internet & we bought this 2nd computer off a friend. We upgraded our internet with our cable company & immediately started having connection problems. The tech said the cable running into the house was outdated & needed replacing. He did that & still we had connection issues. Then he checked the levels at the pole & noticed it was low, but that it was fine earlier. So that needed fixing. Finally the 1st computer seemed fine with conection but the 2nd 1 was still losing connection. It was using a wireless usb port so I told them I wantedthem 2 come & hook it up with an ethernet instead of wireless. Then it was working even less reliable. The tech told my wife that we should do a total system restore on the computer. The cd tray wasnt opening so I read the guide & saw I could restore the system off the harddrive without the restoration discs. 1st I tried the safe version where it saves old files in backup, but it still worked funny, so I did a total wipe & everything was reinstalled as it was the day it was shipped. Most of the files on it were from the previous owner anyway, Ive only had it a week or so. Now its not even recognizing that theres a modem plugged into it, & on device manager it doesnt even show a cd/dvd drive. To top off these problems, its an emachine from 2005 & the 800# for tech support is no longer in service so I cant even talk to a tech on the phone. When we had problems with the used Dell we got from my wifes brother their techs talked me through everything on the phone when all the drivers needed 2 be reinstalled. Im worried that the total restore may have uninstalled some drivers, even though the manual said it would be like it was brand new again, & Im pretty sure when u buy a computer it has the drivers installed already. By the way, I talked to my cable company & the guy said he was getting low readings from my modem still, even tho theres been 5 techs out to my house, & the last 1 said it was the computer. What a clown. The tech on the phone said he was showing low readings on a large area of my neighborhood. So theyll need to start replacing cable lines & parts to fix my connection. So how can I get my cd/dvd drive working again? Is there a way to get my computer to recognize its there if it hasnt already automatically? And when the cable company comes tomorrow will they be able to get my internet working on that 2nd computer or did I jack everything up by doing the system restore? Final question, if I did jack up the computer, should the cable company reimburse me for the cost of the computer or cost to get it fixed because their tech said to do it & the internet would work fine if I did? Because he was wrong, even if the computer did have problems, ultimately it was still there infrastructure causing the connection problem.

Answer:
You would need Windows Update after reinstalling your o/s. This may help reinstall some missing drivers, but of course you would need to be on the internet. Another thing to check for is hardware issues, since the computer is a few years old it may need a new or stronger power supply. If the computer is not getting enough voltage it can cause a variety of problems. Also, open the CPU & check that all connections are secure & RAM is properly seated. If your drive has an IDE cable it may have come loose or needs replacing.
