When is the max power event?

On my computers specs page it says that I have 300 watts but on my power supply it says max power 400 watts?

Perhaps due to a shortage of parts, the factory which made your PC may have opted to use a 400 watt PSU because there aren't any 300 watt ones in stock. So yes, you have 400 watts. But don't trust on no-name PSU's -- get a quality unit for $50+. Generally, its a good idea to have at least 50 to 100 watts more than you need, to act as a safety buffer and give you more headroom for upgrades.
