My video card speed problem?

Graphics/Video Card issue?

Hi, I am having trouble when playing games on my PC... This is what is happening: http://www.youtube.com/watch?v=0Q2vbl3vzis My friend who is into PC gaming said he thinks it's a graphic card issue, but I'd like to know for sure before I go out and spend money on something I wouldn't be able to return if it doesn't fix the problem.
