Can you use a web cam from your smart phone without the help of a computer?

I'm looking for an app that can stream myself over Skype or Oovoo, but I don't have a computer to hook my phone up to. Is there an app that automatically gives you the use of a webcam, without the access of a computer?

hmm. interesting prospect. most phones have the webcam on the BACK of the phone where it does the least good during videoconferencing. if there are no streaming apps, this is why. there is one phone now which has a cam on the front.
