Computer won't recognize USB device (hard drive)?

Today I bought a "multifunctional converter" to use to transfer files from my old computer's hard drive to my new laptop. Once I plug it in, it states that it has installed correctly and is ready to use; however, it does not show up in My Computer, and in Computer Management, it is listed as "Disk 1, Unknown, Not initialized." When I try to initialize it, a message appears, saying, "The device is not ready." What is going on? I just want to access my files! Please, please help me!

What happens when you try to format the drive, its sound like it isn't being seen as a logical drive. if you cannot format it, i would assume that you are using a operating system that is not supported such as windows 7?
