An online site that I can use my webcam to capture video?

Hey guys. So basically my stupid laptop doesn't allow me to get onto youtube. And a little while back (when it did allow it) I started a vlog. I also cannot download anything onto my laptop and I don't have anything that can. So basically i'm looking for an online website that allows me to capture video from my webcam and save it onto my laptop. And then I plan to upload it to youtube when I get the chance on another computer. SO. I'm looking for a website that has video capturing capabilities (kinda like how youtube does). Please&thankss xx
