Is an ATI RADEON HD 3200 graphics card good?

Upgrade from an ATI Radeon HD 3200 Graphics card on my WIN7 Home Premium?

• Okay. So I recently got Bad Company 2 for my PC... At first it was quite laggy, so I put it on lowest graphics. This seemed to work, but still when I engage in heavy combat a lot of lag starts to come in. Also, there is a small but noticeable delay in anything I do using controls to actually be done by my character in the game. I've asked multiple people and they all said it was my graphics card, which is an ATI Radeon HD 3200 Graphics card. I'm looking for an affordable and good replacement so I can enjoy Bad Company 2. My budget right not is a bit over $70... Thanks.

  It may not be your cpu lagging, it may be just the server. Also battlefield bad company 2 does have laggy character movement because that was how the game was developed, so you have to deal with that.
