Should I buy a USB Capture Card?

Video Capture Card Question:?

• I want to buy a video capture card that can record me playing Halo 3 off my tv and put it onto my computer to edit the film and make a video montage. I want it to be an external device that has a usb port. I want to to be good quality but nothing spectacular. Hoping around 20-30$ Can anyone reccomend a good product or show me a link to an item like the one i described.
