Windows movie maker does it. It's on the right side as "capture picture" or something. I've done it before.

Yes, look in your video editing program of choice for "frame capture" or "screen Capture" sometimes called frame extraction. You could just play the video, pause it where you want, then do a alt-print screen too!

a VERY easy way would be to simply pause the video and then hit the "print-screen" button on your keyboard. Then paste it into a photo editing program. This is assuming the video is on your computer or the internet already.
