Is it legal to upload youtube video to other video websites?

I have a Phillips Web Cam ( SPC230NC) when i record a video, it takes atleast 6 -10 hours to upload on youtube?

The type of file is (Windows Media .AVI) thats the only file its allowing me to save it in.
