How do you convert PAL to NTSC?

How to convert a PAL mini DV tape to MP4? My NTSC camcorder plays it fine but does not...?

• ...transmit video to PC, only audio When I use a firewire connector to PC, to record tape onto windows movie maker to MP4 format, I get the audio but video is scrambled. The PAL tape views fine on the camcorder monitor. Also using the plain RCA and SVHS output to TV or PC, the sound comes out OK but picture is split on the screen. Is there a special program that can convert this, or do I just need to get a PAL camcorder?

  Maybe the problem is on your PC.But,better we do some job that is more efficient.Well,many of newer camcoders are equiped with great OS-s in them.Go to manu on your camcoder and try to find something like record tipe or output where stands "NTSC".Highlite this tab and try to change it to PAL.If you do not find it or it just do not work,you can make some dofferences to you computer. Find on the net some graphic acceleration applications that are compatible with your PC-s graphic card.The best accelerators are from ATI.Many of them have tasks where you can change the video or graphic type of your computers screen.If you search this application an find somewhere PAL change it to NTSC and the work is done.But,if that also doesn't work,I would refer to you that you should buy a new camcoder.
