What program do I use to install a DCR-TRV480 camcorder on my computer?

As you know your camera is tape based. you need to find out if you have a firewire (IEEE1394) card in it, they are both the some thing. You can get Firewire to USB devices BUT DO NOT BOTHER they are useless, start>control panel>system then look for the device IEEE11394. if its there you will only need a cable normally a 4 to 6 pin firwire cable. around $5. You don't need any specific programme, connect the cam with a USB cable, switch it on in PLAYBACK mode & the computer will detect it automatically and install the driver, you can then import the video into an editing programme, I would recommend AVS videoeditor which you can download for free.
