What is the best dvd camcorder out there for a reasonable price?

HDD (hard disk drive) camcorders record in the same mpeg2 format as DVD camcorders - so I'd expect the video quality to be comparable. A 30GB hard disk can store over 7 hours of video at the best setting.

I'd advise you to go with Mini DV! DVD's are expensive, and Mini DV is a lot cheaper. If you DO want to buy some DVD camera, go with the Canon DC-40, It is attractively priced, and according to CNET, the design is really well. I was considering that, until I turned to HDD.
