What is the highest quality camcorder I can get for under $400?

I would like to start shooting movies. I am a beginner with camcorders, but overall I am tech-savvy. I would prefer HD. Built in memory would also be nice. I am an aspiring filmmaker and would like to get started with a new camera that I can use to record both indoor and outdoor settings well. A quality stabilizer would also be nice, and I don't have additional equipment to pair it with.

I sure wouldn't buy a Sanyo, they're garbage, any Sony over $300 is great though. hope this helps
