What's a really good quality video camera?

Whats a good camera or camcorder that has the best video quality on it? and it has to under 30 dollars?

    you cant buy anything with good quality for 30$ except for a throwaway video camera (which has bad video quality) thats all i can think of for a video camera going for that cheap

Not a lot for that price, you're looking at Store own brand, Vivitar etc. For a little over, there is the Kodak ZM2 http://www.amazon.com/Kodak-Mini-Zm2-Digital-Camcorder/dp/B006PHVT7K/ It's basic (digital zoom), but has an extra feature of being 3m waterproof, though while it can tale pictures underwater, the seal may allow water entry if depth is exceeded, or if dunked with force. I have a ZM1 (the VGA model) and am impressed by the ability to record decent VGA res video at 30fps, in light conditions which my webcam would just fail in. The ZM's are basic, but for what they are, they work extremely well. NB. The Audio recording is mono and not hifi, and the audio playback on the device is very weak.
