How to lower pixels on a video?

I would like to buy a Panasonic HDC-TM40 video camare, and it's only around 1 maga pixels, is that too low?

    actually 1.5 MP, but the recording will be full size because of interpolation. you won't notice on your television set which is where it counts. imho, 3 MP is the right size for HD video and casual still photography. if you decide to blow up the picture to circus poster size (1m or 40 inch) the extra pixels of the canon will make for a smoother, more photo like image. the largest size i can print with my computer is 13x19 inch and 3 MP photos work just fine. personally 99% of my photos i reduce in size so they can be emailed easily, but i keep the full size original just in case.
