How do I convert a 10 to 20 Khz voice command to a 35 Khz audible?

I need to convert a voice command to a canine frequency. I imagine I would plug into an RCA with a converter and have it output at the higher freq to a PIEZIO tweeter at 35 Khz.

use an audio editing software like sound forge or nuendo... alternatively , you can use avid free dv to do it. . . you can capture the audio , go to the audio project settings and change it to whatever freq you want to... there are loads of free audio editing software available.. check www.download.com
