do you know something , everybody is going to tell you to get Sony! how much are you willing to spend? what is he using it for? those are basicly the two questions if it's for fun, then go for something small, mini dv like no more the 300-400...you'll be happy, go for like sony or canon. anything at best buy you really can't go wrong, the technology has leveled out, stay away from dvd burning cameras. if it's for the aspiring videographer...your looking at like 1800 for something decent minimum, BUT DO NOT GO TO A ELECTRONIC STORE, all that stuff is crap...again sony is really good and so is panasonic with 24P is really standard semi pro and Sony has some around 2500-3000 that are pretty sweet, don't go for HD yet they are not that good, Go to Bhphotovideo.com absolutly best site for equiptment.
