Why do some online retailers not send to PO boxes?

I find the phrase "will not send to PO boxes" on eBay and other online retailers. I have a PO box and some sites catch it and refuse to send anything and others just send it and it makes it here with no problem. Why do they say they can't send to PO boxes and why do some anyway?

Answer:
If you are shipping via USPS, then you can send to a PO box, however UPS, FedEx, etc can not deliver to a PO Box, so it all depends on how you are shipping the item.
