Why can't I download files with Korean characters in the file name?

Whenever I try to download a file with Korean characters in the name, I get a box that says "getting file information" (like it normally should when downloading). After a few seconds I get another box, but this time it says "Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later." I know for sure that it is not the file that is broken because this problem happens for every file I download with Korean characters. If anyone knows how to fix this problem, it would be greatly appreciated! Thank you! oh, and I have Windows XP.

It is because we are in America, therefore your computer cant fully recognize those files.
