How To Download File From Uc Browser?

Cant download a browser that will open a file with htm extension HELP?

• i have been trying to open the following document: www.idph.state.il.us vitalrecords birth certificates corrections It has the extension .htm how can I change it to where I can see and print the darn thing. everytime that I do try, it gives option to open with...and I choose any program IT NEVER loads. I am so DESPERATE for this form. I don't have the means to go and get the paper until sometime next week and I need IT sent out TODAY. Can anyone out there offer me information other then websites to download more junk. I don't even know what kind of program I need. HELP
