How do I see foreign characters on my computer?

EASY 10 PTS! How do you make cool designs out of computer characters (keys) like this one (see details)?

It's called ASCII art -- textual images created with groups of ASCII characters. Very complex and beautiful ASCII (as­s-key) art can be found if you look around for it.
