System Implementation requirements: Does this mean functional requirements or Technical requirements ?

Got a interview: One of the specs say must be able to translate "complete business requirements into the system implementation requirements". Does this mean translate them into functional requirements or technical requirements? I am a little confused.
Answer:

well there's no hard and fast answer to that, but if you consider that is says "implementation" requirements then I would be thinking technically. but you can't think about technical requirements without having defined the functional requirements, right? so if you have a business requirement you would first translate that into specific functional requirements and then that would drive the technical specifications.
