Whats the difference between importing images in flash than opening images?

There is not really a difference as you start with the image, but things change when you already made something in flash: If you import a jpg image for example, it will be placed on your current workspace and in your library... If you open a jpg file, a new document is created with your image in it. So if you start a new document already, its best to import the image you want to place. But to answer your question...if you import or open a image file, the quality will be exactly the same!
