How do I make the caps lock key a third shift key?

How come when caps-lock is on, you can type numbers?

  • When you type in any of the alphabet when caps-lock is on, such as the word "hello" it will become "HELLO". Usually, to type "HELLO" without the help of caps-lock, you need to hold down the SHIFT key and then hit h-e-l-l-o keys to make "HELLO". Then, there are symbols such as @ and #. To type these, you also hold down SHIFT key while typing 2 and 3. So what I don't get is that why is it when you have caps-lock on, and you type a number, it shows up as just the number and not the symbol?
