Why can't Outlook 2003 send email via non-SSL connection?

XP Home sp2 Outlook says it either times out waiting for a response from my SMTP server or it says to check my SSL settings. It seems to think it is trying to connect via SSL, but I have the SSL boxes unchecked. Shortly I had an IMAP account set up with SSL, but have since deleted it and things have been screwy since. This usually happens over either home or work wireless, but I can send using my cell phone as a dial up modem. Is it Outlook or my network settings? Note that I have several other email accounts on the same email server and they all receive fine, but also have a difficult time sending. Outlook says "send/receive complete" but there are still messages sitting in my outbox. I've googled and searched yahoo answers for a solution but yet to find one.
