Is it legal to change the youtube format to .mp3?

How do you change a files format from mpeg to mp3 or audio file acceptable to use on windows movie maker?

  • I want the song Streets of Heaven by sherrie austin ..and cant find it online in mp3 format....and please do not suggest limewire..it does not work on my computer. I want to use the song in a windows movie maker project. Can anyone help me I have it in mpeg format but dont know how or if you can change the format?
