Why and How is internet explorer preventing me from downloading a PDF file?

Up until now nobody has been able to help me with this problem. Whenever I try to download a PDF file in IE, all I see is the typical download process but the file never downloads or opens. What is blocking it? Well, that why I need your help. Thank you.

Is there a blocker on your firewall or router? Is there a security setting on IE that is blocking it - open IE, click on Tools and then on Internet Options - then check the security tab setting.

Big tip: Don't use Internet Explorer, it sucks and a lot of people hate it. Get Firefox or Google Chrome, they're a lot better. Plus, IE has a higher risk of putting viruses on your pc.
