If I change my internet provider, does my IP address change?

Is there any way my friend can change his IP address, as this Internet forum blocked him from asking questions?

    It's my understanding that there are IP masking services, but I recently found out (just within the past fifteen minutes) that one cannot create a yahoo account using one of these masking services. I think it might serve your friend well to try obtaining a new IP address. That's probably a good suggestion.

Two things- Yahoo refuses to ban IPS's. In the suggestions board you can read why. [Basically as most IP's are dynamic they would wind up banning regular users instead of the violators] Second, most IP's are dynamic. It should change it's self every so often. If not, then he'd have to take it up with his ISP.

Tell your friend to use an IP Proxy whenever you troll or raid a forum. http://www.hidemyass.com/ http://anonymouse.org/ Also if that doesn't work: http://blacklogic.com/ Also, if you are talking about YA sometimes with new accounts they flag the screen names. Your friend may have to go with a different SN for awhile. And sometimes the new accounts won't post Q&A's right so you have to create another new one.
