you are asking 2 different questions. first if you want to stream your webcam on the internet then you need to have a static ip address (the one that does not keep changing. ie not 192.x.x.x) or dyndns.com also need to point your router to the laptop authorising anyone from outside to give access to it. (this is too complicated to use, i have tried to use it with an ethernet connected to router and still have not been able to browse from outside the internet. but internally works fine) If you just want to watch a room from another room, that's easy all you need to put the internal ip address of the attached webcam/laptop to your current desktop. try the freeware http://www.eyespyfx.com/index.asp

Make sure that your laptop with the webcam has windows xp professional and make sure that remote desktop is enabled. go to the command line and type ipconfig. take note of your ip address now on your desktop computer it has to have at least windows 2000 or windows xp does not have to be profesional edition. connect to your laptop using the remote desktop connection program it should be located in you start->all programs -> accessories -> remote desktop connection. With this you will be able not only to view the camera on the laptop from your desktop, you will also be able to remotely control your laptop from your basement. hope that helps

Yes. Get a IM client that allows for webcam viewing and just always be connected to your laptop.

you would have to connect the cam directly into the PC you are using in your basement. but that means a long cord, one that might not be available.

Well, this suggestion is out there but... You can use a wireless LAN. Or you can use Dynamic DNS. Make a local webpage on the laptop, and connect to it using DYNDNS.

You could use Yahoo messenger , Msn messenger or windows messenger and have two accounts. They are free, you just need to make up a free email. You should then be able to watch it from one computer to the next for free. I would also think it to be the easiest way to manage this.

You just need a long cable for the webcam, or a wireless webcam. There is no need to connect the webcam to a separate computer, or to route the signal through the internet. You can also use X-10 cameras, they have longer cables, and wireless versions.
