Cpu usage spikes. When I open task manager is drops. Why is that?

I've turned off start up items in msconfig. Happens with IE or Mozilla. I'll be looking at pictures or surfing the web and suddenly I have problems with my mouse moving erratically or not moving at all. I open the task manager and the cpu usage is sometimes as high as 100%. However, not even 30 seconds after opening the task manager the cpu usage drops drastically. Does anybody know what could be causing this?
