Can you program Graphics with Visual Basic?

Can anyone tell me a graphics program that is free, or a trial, where I can change the resolution of an image?

  • I have paintshoppro on my computer, which is 700 miles away. I have an image that was scanned at very high resolution. I try to print it, and it prints a blank piece of paper. I think the resolution is too high, or I need to resize it. I don't have anything on the computer that I can use to change size and/or resolution. I only have ms paint. I'm looking for a free software or trial that I can do this with. The image is of personal data, so although appreciated, I must turn down offers of you do do it for me. Any suggestions are appreciated.

    GIMP is a very good image editing program windows (and other OSes) which is free, open source. It has many similar features as Photosho http://www.gimp.org/windows/

Irfanview can do this. It's free. It's a viewer, scanner, printer, thumbnailer, and more. From the help file: " Click on the Image Menu, then Information (or use the Information tool on the toolbar).
