Answer:
A really good free one that I like to use is www.picnik.com and I think that you can even upgrade to a higher software for more things to do. It's pretty cool. You should check it out.

Photoshop is the best, but do look at Gimp as others have suggested. And it is legal and free. Whatever you get, be prepared to spend time learning how to use it, nothing is instantaneous. Also good design has nothing to do with the software you use, it has to do with your abilities as a designer. Get some books on design to help you. Do a lot of sketching and drawing. The best designers out there often start with simple pencil and paper, making a lot of quick little sketches to develop ideas, then taking some of those and making better ones/more complete ones. Then eventually they go to the computer. Don't start on the computer, it's too easy to think you have something perfect and actually be missing a better design because you didn't play around with ideas in rough form first.

Paint.net and gimp are two popular free editors.

Adobe photoshop is the best one in the market. It does have all the features you asked for and plenty more. If it's for educational purpose you can ask anyone in the related field, but if it's for commercial purpose better find a professional and ask about the whereabouts. Keep away from unwanted law issues because of copy write act. tc

Photoshop is the standard and for good reason - it is the best. You aren't going to find any decent editing programs for free - they are very good about controlling product. Many cameras come with free editing software, but it is not very professional. You might want to hire a graphic artist to work freelance for you - it would work out cheaper. Photoshop/adobe creative suite is expensive ($1000+) If you are a student you could purchase a cheaper student edition through school.

Do you have Facebook? If so, there is an application on there called Picnik (spelled that way.) It's SO easy to use, completely free and it will do pretty much anything to any picture you have.
