How can I fix the webcam on the computer?

Can you tell me why my computer restarts after i open my webcam? Is there a way I can fix it?

OBVIOUSLY WINDOWS DOESNT LIKE THE SOFTWARE OR CAM YOU MIGHT TRY A DIFFERENT USB TO PLUG IN TO MAKE SURE SOFTWARE IS LOADED RIGHT AND DEFALT SETTINGS FOR WINDOWS PROGRAMS IS OFF
