Is there any free software for editing photo's-i.e adding someones elses head to another's body etc.?

Any decent imaging program like Photoshop or Paintshop Pro. You simply copy the head from one photo and paste as a new layer onto the other, tidy round the edges to blend in with the background, i.e. use cloning is one way, and then merge the layers.
